The Transformational Learning Framework V1.0

We are living in a transformational age, which has only been accelerated by the pandemic, where digital connection and cyber enabler has been helping up navigate through one of the most challenging times in humanity has ever seen. With this incredible challenge comes the opportunity of reinventing ourselves in every way we can. While digital transformation has forged ahead supporting this transformation with cyber capabilities and considerations has fallen short. Most of the cyber capabilities have focused on technology alone, which nonetheless is required, it is time to refocus and restrategize our approach for talent development.
This transformational age now needs a transformational learning and talent development framework that can support the growth, secure the digital assets being built in the cyberspace, and provide durable employment and career opportunities for many. This will not only serve as a model for addressing the talent need for the industry, but also expand opportunities, and career pathways for engaging the underserved, underprivileged and underrepresented (3Us of the society).
The Transformational Learning and Development model comprises of four ‘Learning Stages’ and associated ‘Skilling’ opportunities:

1 Foundational Learning Start-Skilling Skills taught at entry level for more closely aligned to current digital transformation
2 incidental Learning Cross-skillingn Current practitioners pick up skills from functions adjacent to their core job areas. Helps them to understand their contributions relative to others in a more holistic way.
3 Incremental Learning Up-skilling In large scale, sophisticated digital transformations, professionals in certain practices learn advanced skills to support the large-scale deployment of technologies and business processes in complex business environments.
4 Transformational Learning Re-skilling Truly transformative learning and enablement supported by large scale infusion of entry level talent and cross-skilling, up-skilling is supported by massive reskilling of the professional workforce to support the transformational age with transformative skills to make the most impact at a macro-economic level

Left shifting professional readiness for the entry level workforce

Employers often spend more than a year to get entry level cyber candidates to reach the practitioner level and be effective in their job within cyber programs. This is costly and at most times not very effective.
The left shifting offered in the Cyber Workforce Development Program advancing the cyber apprenticeship model is not only cost effective but the early engagement provides the employer and the candidates to get to know each other and hit the ground running when working full time.

The entry level cyber workforce literally needs to be paid to learn. While there is a cost associated with the delivery of such program. CFF CWDP will identify ways to fund such program and get the entry level candidates trained with the support of its community, technical vendor and government funded programs.
